My understanding, which is very limited, is that it depends. With high alkalinity developers that have little buffering, such as Rodinal, diluting causes a lowering a alkalinity and hence finer grain. With high sulfite style developers (d76, xtol, d23...) diluting causes larger grain, because there's a less concentrated sulfite solution.
