I have found developers to last much longer in glass bottles than in plastic
bottles (but no specific experience with the two developers you bought).  I no
longer remember which particular type of plastic was used for the bottles that
I used in the past.   Ryuji Suzuki has a webpage on the permeabilty of various
plastics: http://silvergrain.org/Photo-Tech/plastic.html.  HDPE is poor.  The
drawbacks of glass are cost, weight and risk of breakage.  For your use, only
the last is a concern.  Since you want your supply to last ten years, I'd move
them to glass bottles.  Reducing exposure to oxygen is probably less important
for concentrates, but you want a very long storage period.  Also look at 
Ryuji's advice about the lids.  Developers oxidize.   I don't know about the
Sistan.
