Particularly when used in the stop bath, I would expect tea to just act as a
staining agent. I have, however managed to develop film
using green tea. I first noted the development effect when trying to stain a
print using tea, and I then tested with film to convince myself that the tea
was acting as the developing agent and that it was not just a case of
activating the incorporated developer.
When I tested tea as a developing agent I used it in strongly alkali
conditions, however this does not rule out the possibility that it might work
in an acid solution, although it seems unlikely.
