The concept of numbering and limiting an addition only makes sense where you are using a process where you can only make a finite number of prints. This would be something like copper plate gravure, etchings etc. where the plate wears every time a print is pulled. In that case, the lower numbered copies are better and hence more valuable that the latter prints from a worn plate. The only photographic processes that have a physical limit are Ambrotype, Tintype, and Polaroid - edition size = 1.

Print editions and numbering is mainly gallery marketing schlock! If they need a number, just use Dennis's idea of numbering but not limiting the edition. Traditionally, when an edition was printed, the plate or negative was destroyed or retired (or worn out) and was not used again.

On the other hand, limiting the number of copies of a portfolio or hand made book makes some sense - that is all the number of copies I want to make! It does not restrict sales of individual images.
