Years ago I bought a very expensive easel made by Quadro(UK). They supplied laser cut steel masks. The easel is buried somewhere in my garage at the moment but I'm sure none of the masks are as big as you require. So, if you can find a local metal worker and just have some cut from 1mm or 1.5mm steel sheet. They shouldn't cost much and will last a lifetime or two. They work fine if your paper is of known size but if it varies in size by only a millimeter, the masks are a pain to position accurately unless you're happy to trim the print to size after development.
