If it is only the triac that has failed then it is fixable and replacement
triacs are generally available - Radio Shack even.
I should also mention that the fault may be in the electronic
circuit that controls the triac and the triac itself may be
fine. If this is the case you will probably be better off with
a new power supply/regulator/PC board.
To use a voltmeter to check the output you will have to supply some
sort of load to the power supply. The voltage from a triac regulators
will not register correctly on a voltmeter unless there is a place
for current to flow. A 25W household lamp should supply enough load
- the bulb doesn't have to light up, just draw a few hundred
milli-amperes.
You may be able to check triac shorting with an ohmeter. Be sure the
supply has been unplugged for some time. Hook the meter to the two
main terminals MT1 MT2 of the triac, if the reading is less than
100 ohms the triac is most likely blown.

NTE is supplies 'universal replacement' parts for
at electronics stores. There are several companies that
do this. If you take the old one to the store they can
usually look up a replacement.
You might try entering the part number stamped on the triac at
http://www.mouser.com/ and see what happens.
