Its really called THE THIRD HAND tool. It holds the brake calipers together
while you tighten the cables.
The new and improve version which incorporates the pulling of the cable is
called "The Fourth Hand tool".
I used to have a t-shirt from a bike tool shop called "The third hand" and on
the back it says "What's the sound of a third hand clapping?"
I don't make this stuff up! :)
