I am not sure if it helps, but the guy who makes the developer for my Ilford machine (I don't use the Ilford stuff, too sensitive and does not keep well), is actually someone who specialises in extremely fine grain developers for those 7x11 mm Minox (the spy camera) negatives.

They have a whole bunch of developers for specialised applications.

So I could ship you stuff directly from here. This does work: I have successfully sent Rodinal to Canada and Australia. Arrived well.
