I cannot guarantee that the above is indeed Microphen, but whenever I hear the name this is the formula I think of.

This is the exact formula in The Film Developing Cookbook that the authors call Ilford Replenishing Developer. There are also two different replenishment formulas, one for topping up and one for bleed replenishment.
