[pure-silver] Arista EDU Ultra and HC110

Does anyone have experience with Arista EDU Ultra 400? The box (120) says to use HC 110 1:31. I don't know anything about the other developers that are listed other than D76, but where it says 1:1, of course that's 1 part stock to 1 water. So, does that mean the HC 110 is also 1 part stock to 31 water? That sounds too dilute to me, though I don't have much experience with HC110.
