I thought it a bit odd as potassium bromide is a restrainer and the
amount listed in the MSDS should have prevented development.

   I recently wrote Ilford for clarification of the
ingredients of Perceptol, which has two different MSDS. The answer is
that the correct ingredients include Sodium Chloride, not Sodium
Bromide, as is listed in some versions of the MSDS, this is being
corrected. It is likely that Perceptol and Kodak Microdol-X are either
identical or very close.
   I also want to copy a part of the last post from Ilford 
because it
is a hopeful message to those of us who work with silver
based B&W.
