If there's no indication of dilution then you can be
sure it's stock being referred to.  
Make sure you're looking at the sheet film times and
not rolls.  I've made that mistake. 
Also look at the publishing date on any instructions
from Kodak.  I work from F-4016 for my times published
in '04.
