New client and server (1.3.0) uploaded to alpha for testing....

Test versions of server and client 1.3.0 are now available. Main changes are:
* Ping frame now includes signal quality
* New menu item 'Inquiry', (ctrl-I) which pings only 1 server
* The database warning message has been removed as it caused some chaos. Server
sysops are advised to remove all 'old' database entries, so the users can make
a new one.
For this to work both client and server have to be replaced. The code is at
