Hi Josh,
Two things I can see in what you describe and sent:
1. In Fldigi there is another place that needs to reflect your 1500Hz audio
frequency:
in the configuration, tab MISC, sub-tab "Sweet Spot", PSK et al. need to be
the same as in the Pskmail sub-tab.
Can you confirm that this is the case.
Please also note that is don't select reset to carrier I would strongly
suggest you set the RSID receive to "search the entire passband". Reason
being that without the reset to carrier Fldigi's afc (automatic frequency
conrtrol) may take the audio centre frequency way off your 1500Hz on noise
and interference and therefore any new RSID may not be listened to (the
range is +/- 200Hz I think around the centre frequency unless the
flag mentioned above is set).
2. Your freqs.txt file need to be like (starting at the first line of text):
