Thats actually quite slow. Have a look at STANAG 4539 / MIL-STD-188-110B modems, there are several manufacturers available. Here is one company: http://www.rapidm.com/ These modems will do 9600 bps user data rate (uncompressed data that is) in a standard ssb (3 kHz) channel. ISB, independant sideband, will provide 19200 bps (again, before compression). I have years of experience using these modems so I know that its not just marketing.
