[pskmail] Frequency change

Hi all,
I guess there will be notes from the conference out soon. But, while we
are waiting I'd just like to mention that there has been a change in
frequency for many servers. The old 10148 was just too crowded, it had
connected sessions and aprs traffic mixed with aprs broadcasts and what
not. It was a mess. So, I have moved my server to 10148,5 and also
PI4TUE and IS0GRB-3 are there. I still get jammed by aprs broadcasts on
10148 but its a bit better anyway.
