[pskmail] Client bug fix: APRS format conversion

In case you want to use the client on or near the 0 degrees meridian,
I have committed new files for psk_arq.pl and rflinkclient.pl to the SVN
repository which
fix a bug.
The effect of the bug was that our camper was shown on findu in a quite
precarious spot on a nearby mountain :)
We are now back in the camp site, 60 meters from the bar...
