The reporting is via any reception of received by a station
regardless of frequency. Yes, there has to be someone on a frequency
for it to be heard and relayed in. My next thoughts in this process
are 1. Servers should always use RS ID when IDing , this would
trigger people's software to potentially move to the frequency if they
have their RS ID RX set to a wide range and 2. For servers to be
located close to where there is routine monitoring. Not a perfect
idea, but something that could work. So, if I am parked on a common
frequency where many people monitor for routine digital QSOs, I can
report all activity including the occasional IDs from a server. I
can have QSOs as I normally do and also be helpful in providing
reception reports of live servers. I can't remember all the QRG for
the servers but it might well have been carefully selected frequencies
to avoid others. My idea is the reverse, deliberately park close to
active frequencies.
