Yes.

It should be capitalized even then. For example, there is the Hague,
the Capitol (US), etc.

This would fall under the "Personal Titles" rules in the Manual of
Style. The "journeyman" title is insufficiently distinguished for us
to capitalize it. Added example to PAMoS.
