I can't find a gnu Smalltalk windows build anywhere.
You could try to build it yourself using Cygwin.

gnu Smalltalk on a Linux distro.  That way you can use any editor and use

the command line to make and run Smalltalk images.

I've never come across an accessible Smalltalk with GUI.
