I can answer your first question. Yes Visual Web Developer is not really accessible, but you could use vs2005 itself to create web projects as you would create desktop applications. For example, You can access and create web controls like anchors and links via the toolbox. As for your second question, i have not accessed the office tools for VS2005, and so cannot comment on it's accessibility.
