Ah! Now I remember what Jaws did. Move with the cursor onto the space where the link gets announced, then hit shift-f10 and see if you get an option to open targeted link. If so, choose that and see where you end up. Ah, now I remember. Jaws squashed the link targets to minuscule size. Get the cursor on where link is announced then try either control-o or shift-f10 and see if you go elsewhere. I tried checking it to see what would happen. It completely disabled the link so that jaws wouldn't even announce it as a link. I unchecked it again and that brought it back so jaws is announcing it as a link (or visited link as the case may be), but when I try to follow it, it fails to do anything. I disagree with FS that this is a windows problem. I think it is indeed a jaws problem, but not being familiar with the mechanism as a whole I can't say for sure. I called FS support to see if it was a jaws issue. We changed a setting using insert+v but that didn't affect the email problem. After some more poking around the tech guy concluded it wasn't a jaws problem and I was on my own. I have been through all the options I can find that are remotely involved in starting IE -- IE7 is my default browser. But I can't get any links to activate from within emails. Oh, with one exception: email addresses open a mailto link. So if anyone has any ideas I'm all ears.
