.def and .rc files

I am getting ready to port liblouis and liblouisutdml to Windows using 
the Windows sdk. Where can I find documentation on the formats of .def 
and .rc files? For liblouis I should only need an EXPORTS sections in 
the .def file. For liblouisutdml I will also need an IMPORTS section. Is 
this correct? Do I need a .rc file just to make the dlls?
