Alex, only the express editions of VS.Net are free of charge. As far as I
know you can't create Windows CE applications in VS.Net Express Editions,
only higher editions.

Subject: E: cpp in Visual Studio?
Is that free? Please say it is!! I have not worked with vs much;
would I, instead of selecting a "console application", be able to
select something like "Windows CE 4.x application" or something?
The program I am making must be command-line since the device, a
Braillenote, will not support user interaction beyond initial
arguments and a messageBox.
Have a great day,
Alex
