I would advice just writing a signed UEFI driver that could synthesize the speech directly. From what I'm finding out so far this will not be possible. Another factor in consideration is how E.F.I. or U.E.F.I. will work in terms of accessibility. I don't know if a solution were it even possible will continue to be needed once U.E.F.I. takes over.
