character mapping

Hi All.  I'd like to map my characters such that when a statement is in quotes, 
the beginning quotation mark wil be written and read as "open quote" and the 
end quotation mark will be written and read as "close quote".  How do I achieve 
this?  Also, i'd like from time to time for my quotation marks to be written as 
single or double quotes.  Thanks for any help.  Cheers!
