When you reinstall visuall studio you also need to remove the user settings
found in your documents if you want to make sure it's a clean install.

I poked around a llittle concerning this situation. There are a host of
proposed solutions ranging from turning off some debugging settings to
deleteing registry keys from the registry. I do not like to mess with the
registry, bad medicine if you make a mistake! Turning off some settings
might help, allot folks said it did not solve their problem though.
Evedently when you install Visual Studio it changes some registry settings
and I guess when you remove Visual Studio it does not reset them to the
default values. OK, so, I think you said you had Visual Studio installed at
one point and the problem occured when you UnInstalled it, is that right? If
that is the case, what are the chances of ReInstalling Visual Studio in
exactly the same manner as you did before? This should get you the Debugger
files in the same location as they were in and then, hopefully, your Just In
Time Debugger would be there and, or, you could enable it in Visual Studio,
or disable it as you prefer. Did you try this already? Otherwise I am
gathering things you might try but I will not tell you what registry
enteries to mess with. If you want to try that you will need to google for
the recommended keys to change or remove since I would feel guilty if you
destroyed something necessary in your registry. My first action would to be
to consider ReInstalling Visual Studio if I could to see if I could work
with the Just In Time Debugger in there. Next, there are the Operating
System and Internet Explorer settings you could try and Reset to turn off
Java Script Debugging and if you do not want, or are not able, to ReInstall
Visual Studio, same version, same location, then we will start changing some
settings one at a time, very carefully until you are happy with the
settings, that is if they will work to turn off that nasty message, some
folks said it worked, many said the changed settings did not help them.
Sorry but I did not see a easy solution that was an absolute solution and it
will be a matter of either getting back to ground 0 with Visual Studio or a
slow process of changing one setting at a time and checking how your
Internet Explorer experience is impacted by the recommended change, if at
all. We can always change settings back if we track one change at a time,
test out the change for a day or so and continue the process until your Web
Experience is to your liking.
