I have heard about the stand alone application but never used it. It is just a DataBase that does not use a Server Architecture but just a File Architecture to hold the Data and Index components of the DataBases. For that reason it should be more portable than using a Sql Server DataBase. It might also have size limitations. It does indeeddepend on what you want to use it for but you can use it with Vb.net orC# or VWD or any of the other languages in Visual Studio or their Express versions as far as I know.
