Well actually the Narrator in XP and 2000 was written by a company called speech works not microsoft. Also part of the code that Voice over on the mac uses is from the unix side. I know what is provided with Ubunto I use it. I am saying it is not part ofthe OS just because it is a project included in Gnome doesn't make it part of the OS. I think Jamal is doing the right thing though he is comparing what you can do with a screen reader in each not with utilities like Narrator.
