Interesting -- I'll report that to Microsoft! I found the PDF version
of the magazine quite frustrating. I tried several text extraction
utilities, and none produced a clean reading experience. Most had
articles cross-mingled, presumably because they were in parallel
columns. Adobe Reader did the worst text extraction. My PDF2TXT
program

happened to do the best (out of about 4 I tried). My program does not
always do the best job -- PDFs are so ideosyncratic that some techniques
work better than others on any given PDF. I would have thought the PDF
was fully "tagged" for reading order with assistive technology. Eitehr it
was not, or even with such tagging, PDF remains a dicey format for reading
magazines.
I still encourage folks to peruse the magazine for learning about
Microsoft's plans on Windows and Linux.
