PocketPC apps are, in general, smaller than desktop apps. The PocketPC SDK has widdled down headers and libraries so that the apps can run effectively on the slower processors in PocketPC devices. When I went to Microsoft's mobile development conference back in 2003, they had some nice information on how to create apps that would run on both the desktop and a mobile device. If you can't find anything on Google, I can dig up that old information. It might be outdated now, though, especially since VS 2005 is out.
