Please check a script for me

Hi everyone,

Could someone check a script for me and tell me what's wrong with it?  I
don't know anything about scripts but I need someone to check it for me
because my host is telling me that it's taking up to many resources and I
want to know why.  I'm going to paste below what I know about it but if
there's something I'm suppose to do to open it please let me know.
