PHP - Fatal Error Using File Function

Hi,
Perhaps I'm getting a fatal error because I need to change something in my
php.ini file. Can anyone help? Here is the statement that's failing.

$tags = file('html_valid_tags.txt', FILE_IGNORE_NEW_LINES | FILE_SKIP_EMPTY_LINES);
