You need to clarify what you want to do with it. For example do you need buttons or just some kind of command line utility. It does make a difference. Some have already said Emacspeak and it would be the most accessible yet hard to learn environment but it might be a bit harder to make a windows program in it unless you use mono and .net in Linux.
