Can you use system access?  It works fine in cygwin.

Is cygwin worth installing when nvda or thunder screen reader are in
use?  Where I can use cygwin I can't use jaws and where I can use jaws,
I can't use cygwin.

I would go with Cygwin rather than a virtual machine. Cygwin is 
full-fledged, it was designed to work with Windows, and it is very 
accessible with Jaws.
