What is the screen resolution you are using? If you bump the screen resolution down to 800x600 (or 1024x768 and increase the DPI setting, you can have Windows provide some magnification for you compared to having the laptop using a 1900x1200 resolution.

I'm not aware of any free magnifiers that meet all of your requirements.
