Could some component be making the wrong assumption as to whether it is being 
fed one-byte or two-byte characters?

This is puzzling.  The scripts do not seem to override the default 
SayCharacter, SayNextCharacter, or SayPriorCharacter scripts, so off hand, I do 
not know why the behavior would be different when arrowing by character with 
the PC cursor as compared to the default scripts.
