His interest is, I think for now, in learning how to build a web page. His
plan is to produce something for blind folks so he is not really interested in
a lot of eye candy just how to get information organized for the web and
presented in an accessible manner.

As a designer/admin i usually go on forims like sitepoint or a list apart etc.
What aspect of the business does he/she exactly want assistance in? This is 1
field where you need to stay up with current trends, whether you are blind or
sighted. If as a blind developer you are making 1990's looking sites, or plane
old stuff, chances are you won't stand out in the croud.

I have a friend that is looking for a blind web design/administration list.

Is this an appropriate list for that or is there a better or additional choice?

Richard
