You also need quotes around both parameters.  The method signature is:
File.AppendAllText Method (String, String).

For example,
String Data = "some data to append to an existing file";
File.AppendAllText("C:\\Documents and Settings\\celia\\My Documents\\Visual
Studio\\Projects\\TestCode", Data);
