Hi Jamal,

Drupal is not a web framework, but rather a content management system which
is a higher level app.

You can compare Drupal with other CMS but not with frameworks like Ruby on
Rails or Catalyst.

A CMS is less flexible but more productive for simple or not very
specialised apps, because they usually offer pre-made templates, a database
with tables for keeping the list of users, an authentication system, and so
on.

A framework is a lower level app which is more flexible because you can use
any type of database you want, more templating systems, more ORMS, etc. They
usually offer modules for authentication, authorization of users with
different permissions, but you will need to create your own table with users
in the database, and do some much work.

For a simple web app like blindprogramming.com a CMS would be very
sufficient.

You can read more about these things on Wikipedia. A helpful URL could be:

But it won't tell you which is the best one.
If a framework is old, and is already known by users, it is not a good
subject for editors, so it is not usually promoted very much.
It also depends on your programming style...

A framework doesn't have anything to do with the accessibility. The accessibility depends only on the way the html templates are made and on the modules that use Javascript are done, and in a framework you can use any kind of html, and more Javascript-based modules.
