Beginning programming

Hi everyone,
My name is Otis Blue and I want to learn how to do web programming and
software programming. Do anyone have any suggestions on how should I start
out with web programming? Is there a good book that's out there for a
beginner to start reading? I love to hear any suggestions on where to
start.
