Some slightly bad news, not really is the short answer. A more detailed
answer is slightly more promising.

SQLDeveloper is written in java, and if you get the version which comes
with its own JVM (the one which has no dependency), then out of the box
it seems inaccessible, but this is due to the java access bridge not
being installed in the bundled JVM. If you get the java access bridge
(the manual install zip file version), and copy the files into the
bundled JRE as described in the java access bridge install instructions
then it will become accessible. NOTE: the bundled JRE is found in the
sql developer directory, in the folder named jre. Unfortunately it still
isn't perfect, but possibly could be resolved easily by the developers
of sql developer (there are issues with keyboard navigation of the
window). Hopefully things may improve in time, as the version I tried
was in early access state and when I contacted oracle accessibility, I
was told that there is someone who is blind developing it now. Also
unfortunately, this is also an area window-eyes lets itself down, it
doesn't work with the java access bridge, and from what I have been told
by GW-Micro support they don't have plans for when it might become a
feature.

On the other hand, TOAD seems to be inaccessible. I haven't checked
whether it is written in java, as it isn't presenting itself totally
inaccessible like a java app without a java access bridge does, and all
screen readers have problems (Window-eyes, hal and jaws I have tested).
Controls are being reported, but they are normally only reported as
custom controls, and very little useful information is gained. I have
even found that screen readers have had problems with reading the menus,
and so I have had to come to the conclusion it is inaccessible, or it
would require significant work to make it accessible (either from the
TOAD end of things or via things like screen reader script files, etc).
