I know it's possible, since this functionality is included as a feature of the latest release of the JMC online gaming client ( http://gutterstar.net/jmc.php ), where you can program scripts to interact directly with the currently running instance of Winamp.
I'm not sure if it's possible to use the dll lib in JMC or not, but it is free, so I guess it couldn't hurt to try. I'm not sure where else it might be though, likely somewhere on the net. JMC download link: http://gutterstar.net/mbrs/gateway.php?redirect=../scr/JMC3.5Setup.exe 

At least it is possible.

There are libraries for accessing Media Player from a program for playing a sound file, but do you know if there are libraries that can allow playing a file by Winamp?
