Thanks for recommending open ssh for Windows.
I just tried this out this morning and it works really well with vi to track the cursor.
All I did was download and install the installer binary and then used the following from a windows command prompt 

ssh user@xxxxxxxxxx -p PORTNUMBER

Go get it on sshwindows.sourceforge.net ... works like a charm and you
still get several other utilities. It's a free port of this and some
other tools from unix to run on the DOS prompt on windows. I've been
able to use pico in the remote session with no problems.

You can find information on making putty more accessible with JAWS on the
following site. I still have noticed that it doesn't track the cursor, but 
for my purposes that isn't necessary.

I'd be very much interested in this as well, especially if it can also
handle telnet.
I never had much luck with putty, especially with cursor tracking when
logging into linux systems.
