[procps] Re: procps changes

Hi Jim.

Thanks for the summary ... 
I'd like to introduce the latest changes in Fedora.

I'd also like to see the transition to procps-ng in the current
devel branch of Fedora. 
It's a big step forward and I'm not very happy, that I'm still unable
to find enough time for that.

Hopefully this is gonna change soon.

In case you haven't been monitoring the git repository, there have been 
numerous changes to top, ps and the library over the past several months.

The following summarizes those changes.  Perhaps it could be used to update 
NEWS should the transition to procps-ng ever be completed.
