OPEN LETTER TO THE NOBEL PEACE COMMITTEE

Dear Norwegian Nobel Committee Members
 
We the Preparatory Committee of the Free Acheh Democratic strongly urges the 
Nobel Committee to reject the nomination by US Congressman Robert Wexler of 
President Susilo Bambang Yudhoyono for the 2006 Nobel Peace Prize for his 
"dedication to resolving the conflict in Aceh."
 
Under his presidency, throughout the duration of the Helsinki talks, from 
February to August, while the people of Acheh were traumatized by 130,000 
tsunami deaths and 120,000 persons missing, appallingly grave breaches of the 
Fourth Geneva Convention relative to the Protection of Civilian Persons in Time 
of War continued unrestrained by Yudhoyono's security forces against innocent 
civilians. Field reports from inside Acheh catalogued hundreds of human rights 
violations including extortion, intimidation, abductions, rapes arbitrary 
arrests, detention, torture, deaths in custody, disappearances and extra 
judicial executions.
 
On June 8 2005, Yudhyono's then Defense Forces (TNI) Commander Gen. Endriartono 
Sutarto announced that 3,738 GAM fighter were killed by Indonesian security 
forces since 19 May 2003. GAM strongly refuted the claim stating the military 
had "exaggerated" the number and that more than 3000 were Achehnese civilians. 
These figures then suggest that on average, five Achehnese civilians have been 
murdered each day throughout this period.
 
Yudhoyono was appointed to the key position of Minister for Security and 
Political Affairs in the Wahid and Megawati governments in charge of the 
endorsement of martial law in Acheh after Indonesia sabotaged the Tokyo peace 
talks in May 2003. Martial law was replaced by the equally repressive civil 
emergency law in May 2004 enabling his security forces to commit human rights 
violations with impunity as foreign journalists and human rights monitors were 
barred from entering Acheh. Even though the lifting the civil emergency 
requires the declaration of a presidential decree, President Yudhoyono did not 
lift it until May 2005, 5 months after the tsunami and after the 4th round of 
peace talks. 
 
The President of Indonesia must be held fully accountable for the systematic 
war crimes by his security forces post-tsunami and during the peace process.
