American ini masih pula mendapat dana pensiun 20% dari
gajinya.

Bayaran yang kelewat tinggi ini diambil dari orang tua
murid dan mesyarakat setempat, bukan dibayar negara. 
Bandingkan dengan gaji professional yang tidak
seberapa, hanya pas-pasan setelah dipotong
macam-macam.

Schools chief gets big raise, extra year 
Divided board pushes through hefty new contract

The San Francisco Board of Education voted 4-3 on
Friday night to extend Superintendent Arlene
Ackerman's contract and significantly raise her pay --
despite criticism from some board members, teachers
and parents that the board was pushing an overly
lucrative deal through too quickly. 

Ackerman's new contract -- extended a year to June 30,
2008 -- includes a raise from her current salary of
$223,526 to $250,000. It also includes an increase in
her monthly housing allowance from $1,200 to $2,000. 

Board President Dan Kelly said the deal was necessary
to keep the superintendent in the district. "We have a
superintendent who is the envy of other districts
around the country, and I know they'd double this
package to get her," he said. 

As expected, he and Commissioners Eddie Chin, Heather
Hiles and Jill Wynns, all avid backers of Ackerman,
voted in favor of the contract. 

Commissioners Sarah Lipson, Eric Mar and Mark Sanchez,
all critics of Ackerman, voted against the contract,
saying it was too much money at a time when teachers
and classroom aides are laid off each year. Mar, for
one, said the annual evaluation had been too rushed. 

"This whole process really, really angers me," Mar
said. 

The new contract allows the superintendent to carry
over up to 20 days of unused vacation each year,
provides 10 days of educational leave each year, and
increases the district's annual contribution to her
retirement plan to 20 percent of salary -- up from 17
percent. 

The contract also includes a new "compatibility
clause" that allows either the board or the
superintendent to terminate the contract if relations
between them grow too rocky. Ackerman would have to
stay six to 12 months for the board to find her
replacement, but she would be paid a severance of 18
months salary -- or $375,000. 

"This means her take-home pay is around five times
what the average teacher makes," said Dennis Kelly,
president of the local teachers' union. 

The housing allowance was a sore spot among several
teachers who spoke at the meeting. Cynthia Lasden, who
teaches third through fifth grade at Fairmount
Elementary, said, "I still cannot afford a house of my
own in the neighborhood where I live and work. Who
needs a housing allowance? Teachers need a housing
allowance. Who doesn't need it? Administrators making
upwards of $200,000. It's embarrassing!" 

Several teachers and board members complained they
weren't given sufficient notice that the meeting to
vote to extend the contract was taking place. A city
law requires 24-hour notice of such a meeting, but
most weren't informed until 22 hours beforehand. The
district's lawyer said the meeting could proceed
because all seven members showed up. 

Several speakers voiced support for Ackerman, saying
she deserves the big pay hike. 

"She's a woman who's come here and made a difference,"
said Jacqueline Rushing, who runs the district's Young
Scholars program. "We need to keep her here. The
things she's set in place have to go on." 

Howard Smith, a parent and substitute in the district,
told teachers just how they could make the big bucks,
too. "If you want that salary, go to Harvard and get
your degree," he said. "That's what she did." 

Parents, too, were abuzz over the contract via e-mail
with Ackerman detractors and even some supporters
criticizing the contract. Several said it was awkward
timing considering it was taking place between the
recent elections and the upcoming swearing-in of a new
member. 

On Nov. 2, city voters booted board member Heather
Hiles, a loyal Ackerman backer, in favor of newcomer
Norman Yee, who is expected to be a swing vote between
pro- and anti-Ackerman factions on the board. Several
parents said the board should wait until Yee takes his
seat in January to approve the contract. 

But, as Dan Kelly pointed out, Ackerman's contract
stipulates the process be completed by Oct. 31 -- and
the board was actually running late.
