Allawi Nominated As Transitional Iraqi PM=20
BAGHDAD, Iraq - The Iraqi Governing Council on Friday nominated one=20
of its members =97 Iyad Allawi, a Shiite Muslim who was prominent in=20
the exiled opposition against Saddam Hussein (news - web sites) =97 to=20
become prime minister in the new government taking power June 30,=20
members said.=20
The White House said the nomination was only one of many=20
recommendations being made to U.N. envoy Lakhdar Brahimi, who has led=20
the process for drawing up the new government and is expected to=20
announce the final lineup by Monday.=20
The council is "one of many groups that have made some=20
recommendations to Mr. Brahimi," White House spokesman Scott=20
McClellan said.=20
Brahimi's spokesman, Ahmad Fawzi, said that the envoy "welcomes and=20
respects the choice of Mr. Allawi." He did not say whether Brahimi=20
backed the nomination.=20
"Mr. Brahimi respects this choice and very very soon, we will be=20
discussing with the prime minister-designate the formation of the=20
whole Cabinet," Fawzi said.=20
Brahimi joined Friday's council session after Allawi's nomination was=20
announced, said Mustafa al-Marayati, an aide to council member Raja=20
Habib al-Khuzaai.=20
"It is a done deal. Hameed al-Kafaei, the spokesman for the Governing=20
Council, said. "He is a prime minister-designate."=20
The council also planned to nominate a president and two vice=20
presidents on Friday. The government is also to include 26 Cabinet=20
ministers.=20
The 25-seat body unanimously selected Allawi because he was seen as=20
best positioned to deal with Iraq (news - web sites)'s deteriorating=20
security situation, members said.=20
Allawi's "nomination has a great deal to do with security since=20
it's ... our main problem," council member Mahmoud Othman told The=20
Associated Press. Allawi "has been in charge of security matters in=20
the council since its inception. He is the best available choice."=20
Council members also thought Allawi could best deal with security=20
because his party, the Iraqi National Accord, is made up of former=20
military officers who had defected from Saddam's regime, said=20
Allawi's aide, Ibrahim al-Janabi.=20
His relative, Ali Allawi, is Iraqi defense minister.=20
During his years in exile organizing anti-Saddam opposition, Allawi=20
had support from CIA (news - web sites) and State Department=20
officials who were wary of the Pentagon (news - web sites)'s=20
favorite, Ahmad Chalabi.=20
The chief U.S. administrator in Iraq, L. Paul Bremer, was at Friday's=20
council session and congratulated Allawi on his nomination, said al-
Marayati.=20
In Washington, Secretary of State Colin Powell (news - web sites)=20
told journalists, "I am pleased that Mr. Allawi has that kind of=20
support," but added that Washington has "no position on individual=20
candidates.=20
Powell said he wants to hear from Brahimi "on this and other points."=20
U.S. spokesman Dan Senor in Baghdad said the nomination was part of=20
attempts by Brahimi to guage Iraqis' opinions.=20
The council members "expressed their view earlier today on who they=20
would like to see as the prime minister," Senor said. "A formal=20
announcement will come presumably from Mr. Brahimi in the days=20
ahead."=20
At the White House, McClellan described the nomination as "one idea=20
of many ideas."=20
The council took a break after selecting Allawi and was joined by=20
Brahimi as it reconvened to choose nominations for president and the=20
two vice presidents. The president, a figurehead post, is expected to=20
go to a Sunni Arab. The two vice presidents will likely be a Shiite=20
and a Kurd.=20
Allawi, a Shiite neurologist and businessman involved in the=20
opposition since the 1970s, has long been seen as a rival of Chalabi,=20
though they worked together in coordinating between anti-Saddam exile=20
groups.=20
While living in London in 1978, Allawi survived an assassination=20
attempt believed to have been ordered by Saddam.=20
The Iraqi National Accord, which Allawi founded along with former=20
military officers, advocated a coup against Saddam but an attempt in=20
1996 failed.=20
Nonetheless, Allawi continued to have strong support within the State=20
Department, CIA and Britain's MI-6 intelligence service.=20
After Saddam's ouster, U.S. occupation officials gave Allawi as one=20
of the 25 seats on the Governing Council. Over the past year, Allawi=20
has spent hundreds of thousands of dollars lobbying in Washington to=20
press his influence, more than any other council member.=20
Still, Chalabi had a much higher profile in Washington. He attended=20
the State of the Union address as a guest in the box of first lady=20
Laura Bush.=20
But Chalabi, the favorite of the architects of the Iraq invasion at=20
the Pentagon, fell out of favor in recent months after his=20
information about Saddam's weapons of mass destruction was=20
discredited.=20
