[phpa] shared mem problems


I am having troubles using phpa. After apache starts I get a bunch of
these in my error log:

(I have verified the settings for shm_user/shm_group, they are both set
to "apache" - the user that runs HTTPD. I have tried putting the word 
apache both unquoted and in double quotes)
