[phpa] release 1.3.3r1

There are updates for most supported architectures on the site for release
1.3.3r1.  Sorry but Solaris is still behind, but should be updated by the
weekend.

You may notice that there are now fewer builds, and no distinct release
for glibc2.1.3 and 2.2 on linux. This is because in the past there have
been more builds than was actually necessary, and this needed to be
brought under control.
